Why this dimension sits differently from the other twelve
Every other dimension in this model asks: is this specific part of your delivery system good? This one asks something else: does your system, as a whole, actually learn? A team can score well on every individual capability and still take months to turn a real signal into a real change, if the connections between those capabilities are slow or broken. This dimension exists because speed of learning, not just quality of each part, is what determines whether an organization can actually keep up with what it discovers about its own market and its own product.
